Thanks, I have Gimp and, although it does have its uses, it's too clumsy
for me for memes (unless there might actually be a good meme plug in for
it somewhere). It's not a big deal, I'll go ahead and keep using online
ones, but was just curious if there was anything similar offline.

Hmmm, maybe I am just an old fart and not sure what you mean by meme? My
understanding it is simply a topical image with short overlayed quote
done in Impact.TTF font. Simple in any bitmap editor like gimp...

to do it quickly after his primary learning curve, but the whole
manual thing to start with. The online jobs are drag and drop type
lazy apps. Gimp is complicated for new users, and the paradigms used
in the industry are not always already known, so the tools in gimp
have unfamiliar monikers and unclear actions. So the thing is labor
intensive while learning how to make use of it.

I am a total lay person with it and can do some things but maybe
forget what I did for the next time, and I also do not know what the
file formats are in relation to the dynamics of the images such as
the layer paradigm. Normal to any image editor type person, but not
to the web browser crew that scroll through memes and wants to make a
few.

up again when Trump authorized the assassination of the Iranian
General. "The South Will Rise Again" is a meme that seems to be
re-enacted in the American South. "The Lost Cause" is another that
the American South which lost the War created to make it seem
that the War was about more than keeping slavery legal.

Not seen any of them nor do I wish too. 'The war' was a bunch of

That is why I said *any* bitmap editor will do. Agree gimp UI is
a..., okay I will refrain with my first thought and go with "less
than ideal interface".
There are drop-dead simple editors out there such as pinta
<https://pinta-project.com/pintaproject/pinta/> which is in the
software center that is no more complicated than MSPaint.
I think it would be easy in gimp too. Set up the text layer(s) and
placements on one layer of a blank template sized to match the array
you want the finished product in, and then open that and drag in the
photo you want to meme, edit the texts and placements as desired and
VOILA'! Hit save as...

From there forward you only need to open the template and drag in
(and size) the photo layer and then alter the text(s). You could
actually create a number of those templates and pick the one you want
to use when you drag the photo in.

Why is no one suggesting Open/LibreOffice Impress?

Create a basic template with the right aspect ratio, add a background
image, add text from a wide variety of styles and export as an image.

Freelance in the 1990s, which was advertised as being "for presentation
graphics" ! :-)
